大まかに各段階で使うことになる素材の固定配置場所と、素材を入手するのに必要なツール類+レベルについて記載しました。
硬度別に合わせて勝手に1~5世代と名称付けています。

第一世代(バサルト、銅、鉄)
ゲームが始まったばかりの時期を勝手に第一世代と命名しています。
野外徘徊でクリム粉や骨集めを兼ねられる石材「バサルト」が良いものになるでしょう。
野外マップにランダム生成される黒っぽい石です。
すでに銅や鉄を作ってしまっている場合は、「バサルト」を無理に探す必要はありません。
第二世代(鋼)

バサルトや鉄が揃え終わったら鋼やトパーズといった第二世代です。
最も入手難易度が低いのは「アクリ・テオラ」の柱(鋼)で、ここはバサルトツールに採掘11で採掘が可能でした。
第三世代(クロム)

ハンマーを鋼にしたら、次はパルミアの兵舎(西から入って噴水等がある所の近く)に向かいます。
兵舎内にある「テレビ」、「テレビ台」ともにハンマーでの解体でクロムインゴットをドロップします。
この解体には鋼ツールに制作14が必要でした。
ダルフィにあるライオンの檻もクロム製ですが、こちらは採掘24から掘ることが可能でした。
第四世代(ルビナス、アダマン、エーテル)

クロムツールを制作したら、次はカジノに向かいます。
カジノ2Fは素材の宝庫になっています。
狙い目は、かたつむりバーにある「フロアライト」のアダマンタイト(クロムツール+制作21)や、
「カジノの壁(ルビナス)」からのルビナス(クロムツール+採掘30)になります。
フリースロー床もアダマンタイトが落ちますが、こちらは要求が穴掘り35と敷居が高いようでした。
第4.5世代(エーテル)

ルビナスツールを揃えた状態で検証してしまいましたが、実際にはクロムの段階で掘れたかもしれません。
とにかく、旅商人の停泊地のNPC「ニノ」から買える「ムーンゲート」のハンマー解体でエーテルの貴石が、
パルミア、「王子様ベッド」のハンマー解体でエーテルインゴットがドロップします。
どちらも要求はルビナスツール時点では21以下とかなり低めでした。
追記：王子様ベッドはクロムに制作24で解体可能でした。アダマンを経由した方が速いでしょう。
第五世代(ダークマター)

最後の素材はダークマター(硬度200)で、エーテル(硬度120)からは遠く離れた数値です。
そのため、この素材を掘るには多大な労力が必要ですし、エーテルですべての鉱物が掘れるので掘ったところで恩恵は大きくありません。
また、現状ダークマターを入手する方法はジャンクガチャからダークマター製のアイテムを引くしか無いようです。
(インゴットが落ちるのはラッキーキャット)
また、ジャンク解体には54程度の制作レベルを要します。
ダークマターツールを作っても良いことはそんなに無いので、エーテル製で止めておいてそのうち解体出来るようになるのを狙うのが良いでしょう。

余談：ダークマターは欠番
余談ですが、「ダークマター」は「欠番」の意であり、未実装の素材や素材指定し忘れたオブジェクトという扱いになっているようです。
ゲーム的にはエーテル製ツールが正規の最終装備ということになりそうです。
カジノ1F床
また、カジノ1Fの床はダークマター製ですが、こちらは掘るのに10000程度の穴掘りレベルが必要とのことでした。(コンソールで検証された方の情報)
あとがき
各所の文献で剥がす床や壁、破壊する家具が異なっていて煩わしいので、今回は最低要件のレベルを含めて検証してきました。
結論としては、以下のようなツール進行が良いでしょう：

更新の可能性
今回は各街に固定配置されている家具や壁から、ツール更新の最短経路を探索してみました。
しかし、以下の要素は未考慮のため更新の余地があります。
- バサルト～鋼ぐらいの時期のものについては網羅しきれていない可能性があるので、更新されるかもしれません。
- 野外での鉱石直湧きについては考慮していないです。(最南東の海岸とかでアダマンまで出るらしい)これも含めたらもっと速い更新が可能かもしれません。
- エーテル製製品 – カジノのアダマンタイト掘りで制作21まで上げてしまったので、もっと低い制作レベルで解体可能かもしれません。

王子様ベッド(エーテル)や王様ベッド(ルビナス)はミスリルハンマー(強度98)＋制作スキル17(合計115)程度でも掘れるため（クロムからアップデートした段階で掘れたのでもっと低いかも）
鍛冶屋から１０００オレンくらいのミスリルの指輪買ってクロムハンマーで解体すれば真っ先にエーテルを掘れるので隔離の面倒臭いカジノで掘ったりスキル上げする工程要らなくなりますね
クロムの次はミスリルやタイタニウムやダイヤ辺りを経由してエーテルへ進む固定ルートがあれば楽そうです
個人的な意見ですが、鋼の為に穴掘りを28まで上げた場合、そこからなら制作15でクロム取りに行くより機械遺跡でベルトコンベアからクロムスクラップ⇒古いランタン⇒原石⇒インゴットのほうが実は手っ取り早いケースもあるかと思います。
